LanguageLoop is introducing employment pathways alongside existing ways of working. Our goal is to support diverse career aspirations and help build a workforce that can continue delivering safe, ethical and high-quality language services for years to come.

The 2025 Victorian Multicultural Review identified concerns about workforce sustainability, remuneration, interpreter availability and service quality, and recommended reforms aimed at creating a stronger and more sustainable language services system.  It identified that the current model is not delivering what the industry needs for the long term, and that together with Government, we need to build something better.  To do that, the Victorian Government has passed legislation to support these aims.

The Multicultural and Multifaith Victoria Amendment Bill 2026 

The Victorian Parliament has passed the Multicultural and Multifaith Victoria Amendment Bill 2026, marking a significant milestone for LanguageLoop, the language services sector and multicultural communities across Victoria. 

The legislation implements key recommendations of the Victorian Multicultural Review, including setting the framework for LanguageLoop to become the Victorian Government’s preferred provider of interpreting and translation services, recognising that a process of consultation and engagement across government and the sector will inform future implementation.  

The Bill supports a more coordinated and sustainable approach to language service delivery across government, strengthening Victoria's ability to meet the needs of an increasingly diverse community.

Building a sustainable language services system

What will change

LanguageLoop will support consistency, quality and long-term capability across the public sector while continuing to provide high-quality interpreting and translation services. 

The reforms are intended to: 

  • strengthen coordination of language services across government 
  • support greater consistency in service delivery 
  • build long-term capability and sustainability 
  • reinforce quality, safety and ethical practice 
  • improve access to interpreting and translation services for government agencies 
  • support better outcomes for Victorian communities 
  • Improve working conditions for language professionals
 

Over time, we expect employment to become the primary way interpreters and translators work with LanguageLoop. But the future won’t be a one-size-fits-all model. It will require innovation, collaboration and ongoing consultation to create employment pathways that work for both language professionals and the communities who rely on their expertise.

That future may include a mix of full-time, part-time, casual and other flexible employment arrangements that reflect how language services are actually delivered.

LanguageLoop has been working with The Fair Work Commission, Industrial Relations Victoria, and Professionals Australia on a transition to direct employment for our language professionals for quite some time.

Professionals Australia (TIA) and VITS LanguageLoop

Facilitated discussions commence regarding employment of interpreters at VITS LanguageLoop

Professionals Australia (TIA) , Industrial Relations Victoria and VITS LanguageLoop are participating in the Fair Work Commission’s Collaborative Approaches Program to facilitate:

  • Transition to an employment model for interpreters at LanguageLoop; and then
  • Enterprise bargaining (a process of collective negotiation on wage increases and employment conditions).

This program includes the Fair Work Commission assisting VITS LanguageLoop and TIA to navigate the relevant issues to enable transition to an employment model for interpreters to occur, and then prepare for enterprise bargaining at a later stage that would negotiate future wage rates and employment conditions.The Victorian Government through Industrial Relations Victoria is also party to this program.

TIA and VITS LanguageLoop welcome the opportunity to participate in the Collaborative Approaches Program, which helps parties to build cooperative working relationships using interest-based approaches.

TIA and VITS LanguageLoop are committed to this process are currently developing a roadmap that will guide the transition to employment.

TIA and VITS LanguageLoop understand that this process will generate many questions. At the moment, the usual arrangements for interpreters are continuing and remain unchanged. Both VITS LanguageLoop and TIA are involved in this voluntary process with the Fair Work Commission and ultimately, any outcomes are subject to agreement by both parties.

Professionals Australia (TIA) and VITS LanguageLoop want to update you on the progress of our transition to an employment model. 
Background

You may be aware that Professionals Australia (TIA), Industrial Relations Victoria, and VITS LanguageLoop are participating in the Fair Work Commission’s Collaborative Approaches Program to facilitate the following:

  • A transition to an employment model for interpreters at LanguageLoop and then
  • Enterprise bargaining (a process of collective negotiation on wages and employment conditions).
Update

At the most recent meeting, we discussed the work LanguageLoop has begun to undertake toward this transition.  Here’s what was discussed:

  • LanguageLoop’s System Upgrades: An overview of our systems’ enhancements, including LoopedIn and Payroll systems, highlighting the complexities and time needed for the transition.
  • Employment Contracts: VITS LanguageLoop is developing a draft of the interpreter employment contract template. Once VITS LanguageLoop introduces an employment model to its workforce, this template will be used as an employment contract for individuals who sign up to be employees. The contract will be the main instrument that governs an interpreter employee’s terms and conditions of employment until an enterprise agreement is negotiated.
  • Project Information Sharing: Creation of a detailed list of information that will be shared with our contractors as the project progresses. The goal is to keep everyone informed.
  • Educational Purpose: Development of ongoing education about employment and the proposed AGreement to support a smooth adjustment.
  • Timeframes: A timeline of the expected transition towards employment arrangements in 2025.
  • Enterprise Bargaining Timetable: Initial discussions around scheduling for upcoming enterprise bargaining.
  • Fit-for-Purpose Policies: Development of LanguageLoop employment policies tailored to support this transition and align with our organisational needs.
 What happens next

Work on this project is ongoing, and a schedule of work and a roadmap has been developed between the parties.

As you know, LanguageLoop, Professionals Australia (TIA) and Industrial Relations Victoria are continuing to participate in the Fair Work Commission’s Collaborative Approaches Program to facilitate discussions regarding:

  • Transition to an employment model for interpreters at LanguageLoop; and then
  • Enterprise bargaining (a process of collective negotiation on wages and employment conditions).

In recent months there has been significant progress towards achieving these objectives.  The transition from contracting to an employment model will be progressing in 2026. 

LanguageLoop has been working diligently to adapt its systems to prepare for this change. At the same time, LanguageLoop and Professionals Australia have been collaborating under the guidance of the Fair Work Commission to plan the transition and prepare the information interpreters will need for a smooth process.

We know you will have many questions. Ahead of implementation, LanguageLoop and Professionals Australia will share information with all interpreters currently engaged by LanguageLoop.  In addition to written resources, live information sessions will be scheduled once plans are finalised and implementation is ready to commence. All LanguageLoop interpreters will be notified when these sessions become available.  

The Victorian Government’s decision to implement this change is welcome by both LanguageLoop and Professionals Australia as a significant step towards the sustainability of the profession.

Update to the workforce  

Subject: A new chapter in language services for Victoria 

Dear Language Professional

LanguageLoop is entering an important new chapter. 

The Victorian Parliament has passed the Multicultural and Multifaith Victoria Amendment Bill 2026, implementing the key recommendations of the Victorian Multicultural Review.   

The legislation implements key recommendations of the Victorian Multicultural Review and sets the framework for LanguageLoop to become the Victorian Government’s preferred provider of language services, recognising that a process of consultation and engagement across government and the sector will inform future implementation.   

The Journey so far 

Earlier this year, the Victorian Government recognised language services as an essential service. On 1 July 2026, LanguageLoop transitioned from a Government Business Corporation, laying the foundation for these reforms will help create a stronger and more sustainable language services capability for Victoria. 

What this means for you 

A key part of this future is creating new employment opportunities for interpreters.  That future may include a mix of full-time, part-time, and casual arrangements that reflect how language services are delivered.  We want to create more opportunities and ways of working to give Language Professionals more choice and create a more sustainable profession.

Helping shape the future workforce 

As we plan for the future, it is important that the voices of interpreters are heard. 

LanguageLoop is currently working to develop a workforce consultation process that will help us better understand how Language Professionals would like to work with us in the future. 

This work will explore a range of topics, including employment preferences, working arrangements and the opportunities that would best support a thriving interpreting profession in Victoria.

A stronger future for interpreters 

As LanguageLoop transitions to its future operating model, employees will be prioritised when government interpreting assignments are allocated. 

Over time, we expect employment to become the primary way interpreters work with LanguageLoop.  But the future won’t be a one-size-fits-all model. It will require innovation, collaboration and ongoing consultation to create employment pathways that work for both Language Professionals and the communities who rely on their expertise.
